Redstone Tube Frames are part of the Redpower 2 Mod and are a combination of a Redstone Tube and a Support Frame providing the same functionality as both, just inside the same block space.
These can be used to provide Pneumatic Tube cabalities to a Frame structure while also providing a way to conduct redstone signal.
For example, placing them attached to Block Breakers will let you pulse the Block Breaker and provide a path for the broken blocks, through your frame structure, and into a target chest or inventory; A mobile redpower block breaker mining platform.
