Copper Dust is created by Macerating Copper Ore, or Copper Ingots.
Macerating Copper Ore will produce 2 Copper Dust, where as Macerating Copper Ingots will produce 1 Copper Dust.
The Copper Dust can then be smelted into Copper Ingots, or combined with Tin Dust to produce Bronze Dust, which can then be smelted into Bronze Ingots.
